This essay contends that individual liberty, understood as the permissibility of making choices about one’s own health care in support of one’s own good and the good of one’s family utilizing private resources, is central to the moral foundations of a health care system. Such individual freedoms are important not only because they often support more efficient and effective health care services, but because they permit individuals to fulfill important moral duties. A comparative study of the health care systems in (...) Hong Kong and mainland China is utilized to illustrate the conceptual and moral concerns at stake. Both regions have implemented two-tier health care systems with a public tier of basic health care services together with a second tier of privately purchased health care. As we document, Hong Kong permits patients and doctors significantly greater opportunities to choose private health care of typically higher medical quality than their mainland counterparts. As a result, individuals are able to obtain higher quality health care while also fulfilling important moral duties for themselves and their families. In this sense, Hong Kong’s health care system is morally superior to mainland China’s. In each case, Confucianism’s concerns regarding equality are partly satisfied through the provision of public health care services on the basic tier, while appropriate use of private resources in support of oneself and one’s family is permissibly exercised on the private tier. Although it is true that inequalities in health care access and outcome are inevitable within a system that permits such individual freedoms, we argue that such inequalities are morally justifiable in terms of Confucian ethical thought. Due to the NP-hard nature, the permutation flowshop scheduling problem is a fundamental issue for Industry 4.0, especially under higher productivity, efficiency, and self-managing systems. This paper proposes an improved genetic-shuffled frog-leaping algorithm to solve the permutation flowshop scheduling problem. In the proposed IGSFLA, the optimal initial frog in the initialized group is generated according to the heuristic optimal-insert method with fitness constrain. The crossover mechanism is applied to both the subgroup and the global group to avoid the local optimal (...) solutions and accelerate the evolution. To evolve the frogs with the same optimal fitness more outstanding, the disturbance mechanism is applied to obtain the optimal frog of the whole group at the initialization step and the optimal frog of the subgroup at the searching step. The mathematical model of PFSSP is established with the minimum production cycle as the objective function, the fitness of frog is given, and the IGSFLA-based PFSSP is proposed. Experimental results have been given and analyzed, showing that IGSFLA not only provides the optimal scheduling performance but also converges effectively. (shrink)

Aiming at the problem of insufficient health monitoring of the elderly in the existing home care system, this paper designs a health information analysis and early warning system based on the Internet of Things technology, which can monitor the physiological data of the elderly in real time. It also can be based on the elderly real-time monitoring data, physical examination data, and other types of health data, which can be used to predict diseases, so as to achieve “early detection and (...) early treatment” of diseases. First, analyse and design the architecture and content of the home care monitoring system based on the Internet of Things. Secondly, based on the collected heart rate, blood pressure, and three-axis acceleration information of the elderly, it is analysed to determine whether the elderly are in danger of falling, and the designed system is used for early warning. Finally, this paper analyses the prediction algorithm theory of the disease prediction module in the health monitoring software of the home care system. In order to improve the accuracy of prediction, the DS evidence theory is used to optimize the traditional BP neural network algorithm and conduct experimental tests. The test results show that the health information analysis and early warning software of the home care system meet actual needs and achieve the expected goals. (shrink)

Evidence suggests divergent thinking is the cognitive basis of creative thoughts. Neuroimaging literature using resting-state functional connectivity has revealed network reorganizations during divergent thinking. Recent studies have revealed the changes of network organizations when performing creativity tasks, but such brain reconfigurations may be prolonged after task and be modulated by the trait of creativity. To investigate the dynamic reconfiguration, 40 young participants were recruited to perform consecutive Alternative Uses Tasks for divergent thinking and two resting-state scans were used for mapping (...) the brain reorganizations after AUT. We split participants into high- and low-creative groups based on creative achievement questionnaire and targeted on reconfigurations of the two brain networks: default-mode network and the network seeded at the left inferior frontal gyrus because the between-group difference of AUT-induced brain activation located at the left IFG. The changes of post-AUT RSFCs indicated the prolonged effect of divergent thinking. More specifically, the alterations of RSFCIFG−AG and RSFCIFG−IPL in the high-creative group had positive relationship with their AUT performances, but not found in the low-creative group. Furthermore, the RSFC changes of DMN did not present significant relationships with AUT performances. The findings not only confirmed the possibility of brain dynamic reconfiguration following divergent thinking, but also suggested the distinct IFGN reconfiguration between individuals with different creativity levels. The relationship between exposure to prosocial media content and prosocial behavior has been extensively explored. However, previous studies mainly explore the effect of prosocial media content exposure by comparing an individual’s exposure to the different types of content, and generally focus on traditional media and video games, with less attention given to the increasingly popular new media platforms. In this study, we explored new dimensions by considering individuals’ exposure to different consequences of the same prosocial behavior in the context of (...) short videos. Drawing upon Social Cognitive Theory and the General Learning Model, this experimental study identified the effect of such exposure on subsequent prosocial behavior among adolescents. We found that compared to the no consequences group, exposure to the reward consequence did not significantly predict moral elevation and subsequent prosocial behavior. Meanwhile, exposure to the punishment consequence had a significantly negative effect on subsequent prosocial behavior via moral elevation. Furthermore, the results revealed that empathy moderated the relationship between moral elevation and prosocial behavior, and moral elevation only positively predicted prosocial behavior among those with low empathy. Theoretically, this study deepens our understanding of the impact of exposure to different consequences of prosocial behavior on adolescents’ subsequent prosocial behavior, and highlights the importance of moral elevation and empathy to understand the underlying mechanism. The study also provides some practical implications for parents and practitioners to nurture prosocial behavior among adolescents. (shrink)

Since the COVID-19 pandemic, the tourism economy has been seriously affected. China has implemented a direct traveling management mechanism and recovered from the pandemic faster than the rest of the world. However, the COVID-19 situation is complicated and uncontrollable because of the available unclear information including difficult medical terminologies. This study attempts to find the determinants of the travel intention of China’s tourists in the post-COVID-19 epidemic. Along with information overload and perception risk, an expanded research model of the Theory (...) of Planned Behavior was employed to propose the theoretical framework of this study. A survey was conducted among 518 tourists who spend their holiday in Hainan, which is a popular tourist destination in China. The empirical results show that information overload positively and significantly impacted perceived risk. Furthermore, perceived risk negatively affects the intention to travel. Perceived risk also negatively affected the attitude toward traveling. However, response self-efficacy did not have a significant effect on the intention to travel. Finally, based on the analysis results, this study proposes relevant research contributions and practical recommendations with management implications for the travel industries. (shrink)

This paper considers two kinds of stochastic reentrant job shop scheduling problems, i.e., the SRJSSP with the maximum tardiness criterion and the SRJSSP with the makespan criterion. Owing to the NP-complete complexity of the considered RJSSPs, an effective differential evolutionary algorithm combined with two uncertainty handling techniques, namely, DEA_UHT, is proposed to address these problems. Firstly, to reasonably control the computation cost, the optimal computing budget allocation technique is applied for allocating limited computation budgets to assure reliable evaluation and identification (...) for excellent solutions or individuals, and the hypothesis test technique is added to execute a statistical comparison to reduce some unnecessary repeated evaluation. Secondly, a reentrant-largest-order-value rule is designed to convert the DEA’s individual to the SRJSSP’s solution. Thirdly, a conventional active decoding scheme for the job shop scheduling problem is extended to decode the solution for obtaining the criterion value. Fourthly, an Insert-based exploitation strategy and an Interchange-based exploration strategy are devised to enhance DEA’s exploitation ability and exploration ability, respectively. Finally, the test results and comparisons manifest the effectiveness and robustness of the proposed DEA_UHT. (shrink)

The no-wait flow-shop scheduling problem with sequence-dependent setup times and release times is a typical NP-hard problem. This paper proposes an enhanced differential evolution algorithm with several fast evaluating strategies, namely, DE_FES, to minimize the total weighted tardiness objective for the NFSP with SSTs and RTs. In the proposed DE_FES, the DE-based search is adopted to perform global search for obtaining the promising regions or solutions in solution space, and a fast local search combined with three presented strategies is designed (...) to execute exploitation from these obtained regions. The structure and “metabolism” (movement and conversion of goods and energy) of urban areas has caused cities to be identified as “super‐organisms”, placed between ecosystems and the biosphere, in the hierarchy of living systems. Yet most such analogies are weak, and render the super‐organism model ineffective for sustainable development of cities. Via a cluster analysis of 15 shared traits of the hierarchical living system, we found that industrialized cities are more similar to eukaryotic cells than to multicellular organisms; enclosed systems, (...) such as factories and greenhouses, paralleling organelles in eukaryotic cells. We further developed a “super‐cell” industrialized city model: a “eukarcity” with citynucleus (urban area) as a regulating centre, and organaras (enclosed systems, which provide the majority of goods and services) as the functional components, and cityplasm (natural ecosystems and farmlands) as the matrix. This model may improve the vitality and sustainability of cities through planning and management. (shrink)

Objective: The objectives of this study are to understand the current functions, structure and operation of hospital ethics committees (HECs) in Shanghai and to facilitate their improvement. Methods: (1) A questionnaire survey, (2) interviews with secretaries and (3) on-site document reviews of HECs in Shanghai were used in the study, which surveyed 33 hospitals. Results: In Shanghai, 57.56% of the surveyed hospitals established HECs from 1998 to 2005. Most HECs used bioethical review of research involving human subjects as well as (...) bioethical review or consultation regarding medical care services and administrative decision- making. Of the surveyed HECs, 14.3% did not provide any formal bioethical training to the HECs’ members and many HECs had no standard operating procedures. Some HECs had no clear definition of what was “conflict of interest” that should be considered by the HECs, while 44.4% of the HECs did not perform continuing review. Discussion: After the issues of related national regulations, more and more hospitals established HECs in Shanghai, but the functions of HECs need to be further developed and formal training on bioethics should be provided to HEC members. To assure the independence and good performance of HECs, the conflict of interest procedure, the standard operating procedures and bioethical review should be improved. Conclusion: HECs in Shanghai had developed in the preceding 10 years and they played great roles in protecting the rights and welfare of human subjects and patients; some areas need improvement. A revival of Confucianism in post-Mao China helped the government legitimate its power in the face of a new socio-political and economic situation. This paper specifically explores the role of Confucian self-cultivation in China’s governance. Drawing on Beetham’s theory of legitimation of power and Weber’s tri-typology of authority, we argue that self-cultivation, appealing to ingrained cultural values and traditions, fulfils the criteria of legitimation of power through two principles, namely, differentiation and community interest. In the context of suzhi education and (...) China’s national university entrance exam, we interrogate tensions and paradoxes between the need for a presentation of modern and liberal authority and the CCP’s one-party rule. Over three decades after China ventured onto the market path, the Chinese state’s reform programme, which was intended to invigorate socialism, has instead led the country down a capitalist path. This paper situates China’s post-Mao transition in the context of the crisis of the party-state during the Cultural Revolution. Using Gramsci’s idea of ‘passive revolution’, it examines the state’s tactics of crisis management aiming to contain and neutralise emergent opposition and pressure from below. As the combined result of state repression, (...) ideological appropriation and socioeconomic incorporation, a new reform paradigm emerged to rearticulate popular demands and initiatives to an official socialism centring on economic modernisation and market liberalisation. ISBN 9781487508234.Chinese Science Fiction during the Post-Mao Cultural Thaw focuses on the years after Mao Zedong's demise, from 1976 to 1983, during which China's politics and culture underwent unusual changes. Li's book is a laudable scholarly endeavor (...) that provides readers with a new interpretation of science fiction (SF) during the post-Mao era. Li connects the production of Chinese SF to a wider context, including mainstream literary perspectives, domestic political demands and predicaments, changing international relations, and Western SF traditions. From my point of view, this book contributes to existing scholarship in four different ways.First, Li offers an explanation for the launching of the "Anti-Spiritual Pollution Campaign" in 1983, and for the withering of SF in the 1980s, that is different from that of many other scholars. According to Zhan Ling, Chinese [End Page 270] officials liked art that closely connected to politics in the 1980s.1 Yet SF writers were very interested in thriller themes during this period, pursuing literary value while neglecting political significance. Science fiction deviated from reality, which went against Deng Xiaoping's idea of "seeking truth from facts," proposed in 1978. For these reasons, Zhan argues, SF was labeled as "bourgeois literature" in the Anti-Spiritual Pollution Campaign and severely criticized.2 Wu Yan offers another explanation, focusing on how, in 1983, renowned scientist Qian Xuesen published an article in People's Daily that accuses then-current SF of being "specimens of pseudoscience" and misleading teenagers.3 Qian's viewpoint caught Deng's attention; he claimed in the same year that SF was a pollution of science.4 Moreover, a growing number of books and films promoted sexual liberation and Western democracy at this time. Faced with this "crisis," Deng called on all levels of judicial and propaganda departments to thwart the spread of these ideas and works in society. This campaign lasted for three years, with approximately twenty-four thousand people being executed for "mental impurity." It dealt a heavy blow to SF as well, causing the number of SF writers as well as the social impact of SF to decline significantly.5Compared to Zhan and Wu, Li places more emphasis on the fact that Deng wanted to achieve political and ideological unity through this campaign. In the 1980s, many voices were opposing Deng at the top of the Communist Party of China (CPC). Although Deng was not the highest leader of the CPC in name, he controlled the standing of the CPC. Many high-level officials accused Deng of destroying socialist democracy. Deng launched the Anti-Spiritual Pollution Campaign under the pretext of fighting the spread of "Western-inspired liberal ideas among the Chinese Populace" (14), while aiming to purge high-level dissidents from the CPC. This campaign, like Mao's Cultural Revolution in the late 1960s and 1970s, became increasingly violent and difficult to control as it went on. Many officials in the CPC took advantage of the campaign to attack people, policies, and behavior that they disliked (15). Li's account is very convincing because it aligns with the political changes that have occurred since then. Hu Yaobang was dismissed in January 1987 due to "indulging bourgeois liberalization and weakening the Party's leadership."6 As the general secretary of the Central Committee of the CPC, Hu admired the Western political system with its separation of powers and intended to establish such a system in China to achieve democratic modernization. However, his efforts were obstructed by Deng. The establishment of a modern democratic system would have signified the end of the CPC dictatorship. This paper considers the connection between automaticity, control and agency. Indeed, recent philosophical and psychological works play up the incompatibility of automaticity and agency. Specifically, there is a threat of automaticity, for automaticity eliminates agency. Such conclusions stem from a tension between two thoughts: that automaticity pervades agency and yet automaticity rules out control. I provide an analysis of the notions of automaticity and control that maintains a simple connection: automaticity entails the absence of control. An appropriate analysis, however, shows (...) that actions are forms of control and pervasively automatic even if automaticity implies the absence of control. Consequences are drawn for the theory of mental agency and the psychological concepts of automaticity and control. (shrink)

Is vision informationally encapsulated from cognition or is it cognitively penetrated? I shall argue that intentions penetrate vision in the experience of visual spatial constancy: the world appears to be spatially stable despite our frequent eye movements. I explicate the nature of this experience and critically examine and extend current neurobiological accounts of spatial constancy, emphasizing the central role of motor signals in computing such constancy. I then provide a stringent condition for failure of informational encapsulation that emphasizes a computational (...) condition for cognitive penetration: cognition must serve as an informational resource for visual computation. This requires proposals regarding semantic information transfer, a crucial issue in any model of informational encapsulation. I then argue that intention provides an informational resource for computation of visual spatial constancy. Hence, intention penetrates vision. (shrink)

In this paper, we present a Capabilities -based Approach to the acceptability and the tolerability of risks posed by natural and man-made hazards. We argue that judgments about the acceptability and/or tolerability of such risks should be based on an evaluation of the likely societal impact of potential hazards, defined in terms of the expected changes in the capabilities of individuals. Capabilities refer to the functionings, or valuable doings and beings, individuals are able to achieve given available personal, material, and (...) social resources. The likely impact of a hazard on individuals’ capabilities should, we argue, be compared against two separate thresholds. The first threshold specifies the minimum level of capabilities attainment that is acceptable in principle for individuals to have in the aftermath of a hazard over any period of time. This threshold captures the level that individuals’ capabilities ideally should not fall below. A risk is acceptable if the probability that the attained capabilities will be less than the acceptable level is sufficiently small. In practice, it can be tolerable for some individuals to temporarily fall below the acceptable threshold, provided this situation of lower capabilities attainment is temporary, reversible, and the probability that capabilities will fall below a tolerability threshold is sufficiently small. This second, tolerable threshold delimits an absolute minimum level of capabilities attainment below which no individual in a society should ever fall, regardless of whether that level of capabilities attainment is temporary or reversible. In this paper, we describe and justify this Capabilities -based Approach to the acceptability and tolerability of risks. We argue that the proposed theoretical framework avoids the limitations in current approaches to acceptable risk. The proposed approach focuses the attention of risk analysts directly on what should be our primary concern when judging the acceptability and the tolerability of risks, namely, how risks impact the well-being of individuals in a society. Also, our Capabilities -based Approach offers a transparent, easily communicable way for determining the acceptability and the tolerability of risks. (shrink)

In his recent book Bad Beliefs and Why They Happen to Good People, Neil Levy argues that conspiracy theories result from the same rational processes that underlie epistemic success. While we think many of Levy’s points are valuable, like his criticism of the myth of individual cognition and his emphasis on the importance of one’s social epistemic environment, we believe that his account overlooks some important aspects. We argue that social deference is an active process, and as such can be (...) helped or hindered by epistemic virtues and vices. With this in mind, holders of bad beliefs acquire more responsibility than is considered by Levy. (shrink)

It is often argued that the rule of law is only instrumentally morally valuable, valuable when and to the extent that a legal system is used to purse morally valuable ends. In this paper, I defend Lon Fuller’s view that the rule of law has conditional non-instrumental as well as instrumental moral value. I argue, along Fullerian lines, that the rule of law is conditionally non-instrumentally valuable in virtue of the way a legal system structures political relationships. The rule of (...) law specifies a set of requirements which lawmakers must respect if they are to govern legally. As such, the rule of law restricts the illegal or extra-legal use of power. When a society rules by law, there are clear rules articulating the behavior appropriate for citizens and officials. Such rules ideally determine the particular contours political relationships will take. When the requirements of the rule of law are respected, the political relationships structured by the legal system constitutively express the moral values of reciprocity and respect for autonomy. The rule of law is instrumentally valuable, I argue, because in practice the rule of law limits the kind of injustice which governments pursue. There is in practice a deeper connection between ruling by law and the pursuit of moral ends than advocates of the standard view recognize. Despite their obvious importance to social and political life, custom and customary law have largely escaped philosophical scrutiny. There are important recent philosophical analyses of convention, but none of custom. And customary law has been recently neglected by the dominant legal positivism. One reason for the neglect of custom is the familiar dichotomy between nature and convention. Social practices are said to be either by nature, and therefore assumed to be unalterable, or they are said to be by convention, and (...) therefore assumed to be created at will. But customs arise neither simply from nature nor from deliberate stipulation, so they are excluded by the familiar opposition of nature and convention. Custom is a notoriously vague concept: custom seems both to be natural and conventional. I attempt to show how custom bridges human nature and social norms. I argue that custom must be analyzed into two more logically basic concepts: habit and convention. Custom is a habitual convention and a conventional habit. I discuss habit and convention in relation to contemporary psychology and analytic philosophy. Habit roots custom in the physiology of human nature while convention links custom to social norms. Aristotle pioneered this approach to custom by using two words to describe what we call custom: ethos and nomos. Ethos focuses our attention on the habitual dimension of custom while nomos focuses our attention on the conventional dimension of custom. I argue that the function of law is to remedy the deficiencies of custom: law is custom’s instrument for shaping its own evolution. (shrink)

Three hundred and seventy-six middle school students in Wenchuan County were assessed three and one-half years after the Wenchuan earthquake to examine the effects of rumination on posttraumatic stress disorder (PTSD) and posttraumatic growth (PTG). The results revealed that recent intrusive ruminations partly mediated the relationship between intrusive rumination soon after the earthquake with PTSD but not with PTG. Recent deliberate rumination partly mediated the relationship between intrusive rumination soon after the earthquake and PTG but not PTSD. Moreover, recent deliberate (...) rumination also partly mediated the relationship between recent intrusive rumination with PTG but not with PTSD. Overall, intrusive rumination soon after the earthquake had an effect on PTSD but not on PTG through recent intrusive rumination and affected PTG but not PTSD through deliberate recent rumination. Furthermore, intrusive rumination soon after the earthquake affected PTG but not PTSD by recent deliberate rumination following recent intrusive rumination. More importantly, the present study also found that PTSD exhibited no relation to PTG. These results suggest that PTSD and PTG are influenced by different mechanisms, which further indicates that PTSD and PTG represent two separate dimensions of experience after adversity. (shrink)
